Back in September, the body of 48-year-old Glenn Tanida was found on Appian Drive in San Diego, with evidence that he had been dragged over 100 feet by a vehicle.

Further investigations revealed that Tanida was hit by a semi truck, and it was ruled a hit-and-run because the driver did not stop after the accident.

Officials now believe the driver of the semi had no idea of the accident and all charges have been dropped.

Several conditions play a part in their decision, such as the lack of street lights and low visibility.

It was also revealed that Tanida’s blood alcohol level of .22 which could have played a factor as to how he got hit in the first place.
